Following the conclusion of the 20th Central Committee's Fifth Plenary Session, the Central Organization Department deputy minister in charge of daily work, Huang Jianfa, stated that the key to comprehensive strictly governing the Party lies in strictly governing officials. The Decision of the Central Committee on Several Major Issues Concerning the Persistence in the Continued Promotion of Comprehensive Strict Party Governance states the need to strictly educate, train, select, appoint, manage, and supervise officials, shaping a high-quality cadre team that is politically solid, skilled, has a good working style, and maintains strict discipline. The Decision outlines six key areas: first, persisting in the correct orientation for selecting and appointing cadres, which emphasizes adhering to the principle of the Party managing cadres and implementing the criteria for good cadres, and vigorously promoting cadres who are loyal to the Party, honest, take on responsibilities, achieve remarkable results, and maintain integrity; second, accurately and scientifically selecting and appointing cadres, ensuring that organizational selection is fair and that the principles and procedures for cadre selection and appointment are strictly followed, and that there is a firm resolution to deal with irregularities in cadre selection; third, promoting cadres to establish and practice the correct view of political achievements, deepening the education on such views, improving the assessment of high-quality development, and establishing effective mechanisms to prevent and correct deviations in views of political achievements, guiding cadres to create achievements for the people through hard work; fourth, enhancing the capabilities of cadres in entrepreneurship and taking action, which involves strengthening ideological tempering, political exercise, practical training, and professional training, and improving the ability to promote high-quality development, serving the people, dealing with risks, and using legal thinking and methods; fifth, improving the quality of cultivating and selecting excellent young cadres, emphasizing both cultivation and management for young cadres to ensure healthy growth; sixth, strengthening the management and supervision of cadres, starting from high-level cadres and enhancing comprehensive management and regular supervision of cadres.
