The 94th International Criminal Police Organization (INTERPOL) General Assembly, the first to be held in Hong Kong, will convene from November 30 to December 3, 2023, with over a thousand police chiefs and senior officials from INTERPOL's 196 member countries in attendance. The event aims to enhance global police cooperation. For two years, Police Inspector Zhang Tingfeng, deployed to the Criminal Investigation Department, worked at INTERPOL's headquarters in Lyon, France. His role involved coordinating international investigations and law enforcement actions against financial crimes, monitoring global crime trends, and participating in international meetings and training programs to share Hong Kong's law enforcement expertise. During his tenure, he successfully promoted the Hong Kong police's anti-fraud coordination center's (ADCC) successful interception mechanisms to INTERPOL, resulting in the establishment of the global Rapid Interdiction Payment System (I-GRIP). Zhang Tingfeng's efforts to establish I-GRIP, a global mechanism to facilitate rapid communication of stop-payment requests among member countries, emphasized the importance of swift action in combatting financial crimes. Despite challenges posed by differing financial systems, privacy laws, and the unpredictable nature of the pandemic, he and others succeeded in convincing INTERPOL of the system's effectiveness. As a consequence, this international mechanism for intercepting and freezing the proceeds of cross-border crimes was successfully implemented. He noted that Hong Kong's ADCC had established an effective interception mechanism, significantly reducing losses for victims. With the rise of financial and cybercrime, INTERPOL upgraded its Financial Crime Task Force to the Financial Crime and Anti-Corruption Bureau in 2022, further enhancing efforts against international fraud and money laundering.
