Hangzhou Dog Control Regulation Tightens 33 Years After Implementation, Drawing Public Debate
Hangzhou, China, has recently enforced strict dog control regulations implemented in 1996, prohibiting dogs from being unleashed during the day in the main city area and placing a ban on larger breeds. Violators face fines of up to 1,000 RMB, sparking heated debate among netizens.
In recent weeks, Hong Kong has witnessed a series of tragic incidents involving dogs, sparking controversy over pet control policies. Similarly, mainland China is grappling with the same dilemma. The city of Hangzhou has recently intensified its enforcement of the dog control regulation, which was implemented in 1996, prohibiting dog owners from unleashed their pets during daytime in the main city area and banning larger breeds from walking on the streets. Violations can be penalized with fines up to 1,000 RMB. The implementation of these measures has ignited intense discussion on social media platforms among netizens in both China and Hong Kong. The regulations, which are part of the 'Hangzhou Regulations on Limiting Dog Raising' formulated in 1996, require pet owners to let their dogs off their leashes only within a 7 a.m. to 7 p.m. timeframe and ban the presence of large breeds on streets. Those who fail to follow these rules, such as failing to leash their dogs, not cleaning up after them, or walking their dogs outside of the proscribed times, can be fined between 200 to 1,000 RMB; in severe cases, pets can be confiscated and the owner's 'dog-raising certificate' revoked. In addition, hangzhou has also imposed limitations, allowing only one dog per household and restricting the breeding of 34 specific small breeds of dogs, with larger breeds strictly prohibited. Many netizens believe that these measures, which are being actively enforced after 33 years, are outdated, especially the ban on walking dogs during the day without a leash, which they argue does not take into account the working hours of pet owners and can be detrimental to the health of dogs. On the other hand, another group of netizens praises the strict enforcement, arguing that it helps prevent irresponsible dog owners from polluting public spaces and threatening public safety.
