President Xi Jinping opened the fifth plenary session of the 20th Central Committee of the Communist Party of China (CPC) in Beijing on Monday. Xi delivered a work report and explained a draft decision by the Central Committee on strengthening Party self-governance. The draft decision reviews the achievements and experience of full and rigorous Party self-governance in the new era and provides a deep analysis of current and future Party building challenges. It also outlines strategic plans for enduring efforts in Party self-governance. The plenary session, which will run until Thursday, is taking place before the major Party congress next year where Xi is expected to oversee a leadership reshuffle. Prior to the session, state media published an article based on Xi’s January speech, which criticized "two-faced" officials who outwardly comply with central directives but inwardly resist, as well as those pursuing "individualism" and "political opportunism." The draft decision submitted to the plenary highlights the Party's ongoing focus on internal governance and integrity, aligning with Xi's wider efforts to strengthen and consolidate his power. This plenary session is significant not only for its deliberations but also for the potential changes in the ruling hierarchy as Xi seeks to ensure the stability and continued dominance of the Party.
